The Delaware Gazette from Delaware, Ohio (2024)

The Delaware Gazette Thursday, Delaware Residents urge By JESSE CARTER Gazette reporter Love of Delaware's "small townish" atmosphere and concerns for downtown Delaware's future were expressed at the city master plan's first public-input meeting this week. About 45 attended the gathering for north and northwest city residents at Hayes High School. R. Brooks Davis of consultants 3D Group Inc. said the city must figure how to manage growth and "develop a vision for the community." David W.

Hafley, another consultant, said planners were looking for "good, honest dialogue" about desires for the city's future. A meeting for south-side residents will be at 7 p.m. tonight at the Liberty Community Center. Two others are planned for next week, to be followed by a city-wide meeting May 7. HOUSING (Continued from Page 1) a better road plan, one that would lead to a straight intersection opposite the Panhandle Road bridge.

Davis also said he was prepared to invest millions of dollars in the project. Hunter said she thought the city needed the U.S. 23 connection immediately. She and Ray cited area residents' needs to get to U.S. 23 by some way other than Pennsylvania Avenue and the other streets leading to the southbound William Street on-ramp.

City Engineer Paul Hammersmith noted that the city and the Ohio Department of Transportation are planning a feasibility study for a southbound U.S. 23 on-ramp at Pennsylvania Avenue. Some of the neighbors attending the meeting opposed having any connection to U.S. 23, citing the increased traffic that would result. 1st Ward Councilman Robert Hoffman told them that the connection was needed so.

emergency vehicles could quickly get to the area, among other reasons. Davis offered to hold up development of phase 9, consisting of a cul-de-sac winding through the same ravine as the proposed park site, until the U.S. 23 connection was built. He also offered to post a bond to ensure that the connection would be built. He said phase 9 was "the prettiest part" of the development; he also said he would take care to leave existing trees standing throughout the development site, as was done in Shelbourne Forest.

Ruth Tarpy, a city Board of Education member, said she'd like to see an elementary school site on the property. "We're not setting aside any land for schools," Tarpy said. "There's going to be a lot of children up there This would be a fine location." EMERGENCY RUNS City Squads Wednesday 10:19 a.m. Grace Ostrander, 84, of 110 Troy Road. Injury.

Law enforcement officers and school officials searched the other buildings. The Gazette regrets the error. April 23, 1992 atmosphere planners to preserve "How big should Delaware be allowed to grow?" Hafley asked the audience at Hayes. The city's present population of "21,000" was recommended by Deborah Peoples of West Lincoln Avenue, without hesitation.

She praised the city's size, safety, and housing costs she described as low. Others said they like living close to downtown and schools, and how Ohio Wesleyan University enhances the community. "In my neighborhood, everyone has a front porch, and that makes a friendlier community," said Mary Newcomb of North Franklin Street. Paula Giany, a member of the Delaware Preservation Coalition, said she chose to live here because of "the vast amount of historic homes." She called for "protection" against new multi-family apartment buildings in historic neighborhoods. Responding to comments about city's size and downtown, Hafley said the master plan will contain a "detailed downtown plan." He said Delaware could make "some tough decisions" about restricting retail development elsewhere which would be to the downtown's gain.

Joe Diamond, former Delaware County planner, said the downtown seems to be losing retail businesses and gaining service businesses which could go into downtown upstairs lofts. Yarn Barn owner Pat Kirtland said downtown building owners should work together to install elevators and put offices on their upper floors. Downtown parking was also discussed. After one visitor said there isn't enough parking downtown, Diamond said people frequently walk farther to reach an urban shopping mall than they do to reach downtown Delaware stores. Dia- friendliness praised mond said the parking behind downtown stores ought to be marked more clearly and more downtown stores ought to have rear entrances.

Hafley said tearing down existing structures for parking is a "last choice" for planners. No one mentioned that the city of Delaware is doing that adjacent to the new police-court building along East Winter Street. One person called for a southbound U.S. 23 on-ramp at vania Avenue, but opinions about local traffic problems differed. "Rush-hour traffic means a fourminute wait (in Delaware)," Giany said.

"I'm from a large, large city, and this is nothing." John Kuhn, a city Parks Advisory Board member, said the city needs an indoor recreation center.
